possible to open hotspot up if radius server down?

Is it possible to set up the hotspot so that if the radius server is down, the whole system is open for everyone to access?

I work on an island where the infrastructure is very unreliable. There are times when the internet is working, but our radius server is down. This doesn't happen very often, but when it does it would be great if the hotspot could be open for everyone. I would rather people could still use the internet during this time.

You could set up a secondary server as a failover in a different location.

Create two WLANs and use netwatch or a scrip to enable one and disable the other.

Just use net watch to monitor the radius server and of it can't reach it, execute a script to disable hotspot server, and another script to enable hotspot when radius is reachable again
