is there anyway i can queue download/upload traffic of the web proxy based on which of my internal ip addresses requested it?

Whats wrong with using normal Queueing? Web proxy traffic is between the user and the MT. Just match it and limit it.

i'm running a wisp, and since there is an AP involved why not get the data to the client with fewer packets = less collisions as opposed to more packets= more collisions???

Ok, I am confused. Your asking if you can queue traffic to and from your MT. The answer is yes. How do you do it? You use queueing. You use queueing just the same as if you were trying to queue anything else. The only difference is you will only be able to work off the 1 interface, since we are talking about traffic to/from your customers to the MT. So for queueing strategies for example, that only allow you to set queuing on the OUTGOING interface, in this case, you will only be able to limit in 1 direction.

i want to limit the download of the proxy based on which address in my wlan that requested the page,

this sounds pretty complicated even for mt, I'm wondering if i shouldn't just turn the web proxy off and use simple queues

May I disturb the idyll and propose a potential way to do this?

There are many possible usages of the same technique and this might be one of them - try to use connection marking: mark the clients' upload (to the Internet or to the proxy) with a connection mark, which will effectively mark the responses (download) too, then you can remark these connection marks to flow marks you will be ablw to use in queue trees - that's all.
