PPPoE Client does 16 MBPS ADSL internet.

DHCP Client does 20 Mbps internet

Total = 36 Mbps

You don't. You can load balance with PCC but you can't bond them.

as cbrown says, you may not be able to merge them, unless your ISP allows it. I have 2 cable modems, both from the same provider. I use PCC to do load balancing. Have a look at the PCC wiki for more.
