Load balancing failing to switch

Hello Everyone!
I have a problem with my load balancing. I have 2 ISP given us internet link, one is 10M and the other is 4M and they are both connected with a mikrotik RB493AH with the help of Load balancing. Though clients are browsing well with the two links working together, i noticed that whenever the main link with 10M is down, clients will not be able to browse with the 4M link.
Attached is my configuration on load balancing.
