Balancing with 2 gw equals

Hi
i need do balancing 2 adsl but gw is equals range
ADSL1=GW1=192.168.1.1
ADSL2=GW2=192.168.1.5
someone thinks

you must diferentiate the two isp with a router with fixed ips. Ie: 192.168.111.1 and 192.168.222.1 gateways

Is the gateway 1 and 2 the same IP address, if yes you should do some policy routing, if not you can put both gateways, and also policy routing should be done.
