Can someone explain me how it works when both of them are active???

First I was thinking about a sum of limits... that is, if i place 600k into server rate limit, and 1200 into user rate limit... efective limit will be 600... but not, if i place this configuration the user limit is 1200, so, really i doesnt understand how works hotspot server rate limit.
