when i set the user limit to 2Mbps download and 1.5Mbps upload, the user only get 0.2-0.7Mbpsdownload and 0.5mbps upload.
But when i set the user to 5Mbps download and upload, the user can get 4.5Mbps and above, may i know what is wrong?
