Very difficult. Lot's of p2p today is encrypted and runs on port 80. So you can't block the port and you can't read encrypted data.

Look around, there are some scripts and examples here that block based on the word "torrent" (and other words) so you can indirectly try to stop the users from finding torrents.. but you can't effectively stop them directly.
