defective board?

I just received 4 RB433L's and I'm having a problem with one of the boards (the other 3 seem fine) where it is very slow to boot up (and seems to only boot up properly about 75% of the time) and when it does, even without doing anything, it will reboot itself within 15-30 seconds even with no interaction on anyones part. IE: I can leave it plugged into the wall and it will just reboot over and over with nothing else plugged in but AC power.
I've tried reformatting it several times with a couple different versions of routeros (5.11 came on it, tried 5.25 and 6.1) but the issue always seems to be the same. I've tried doing the firmware updates/downgrades from netinstall and from within routeros when it boots up.
Is there any other things I can try? Or should I just return this board for a new one.
