Primary address has to be address of another MikroTik router, to get packages from (address in /system upgrade upgrade-package-source).
look at that description:
http://www.mikrotik.com/docs/ros/2.9/system/upgrade

Its not clear from the documentation, but the files have to be visible in a file print command on the upload source. So if you upgrade the upgrade source to 2.9.18 for example by ftping the npks then rebooting, then you must ftp the npk files again to the newly upgraded 2.9.18 server in order that other MTs can use that 2.9.18 machine as a source of the npk files, because the first lot of ftped files will have vanished in the process of upgrading the upgrade source. Hope that makes sense.

Also, you can use The Dude to upgrade all your routers.
