A browser window pops up an iOS device (iPad, iPhone, etc)

Hello,
A browser window pops up everytime an iOS device (iPad, iPhone, etc) connects to the hotspot.
So it works now like this:
User click on Wifi hotspot connection->it stays on 3G connection (iPhone)-> popup open->login in popup->There is a Wifi hotspot connection after complete login.
To prevent this, there is only one thing I can do. Whitelist http://www.apple.com so the *OS will think that users will have full internet access* and the popup won't appear automatically.
But this is what i want
User click on Wifi hotspot connection->*it give Wifi hotspot connection* (OS will think that users will have full internet access)-> popup open->In the popup i can display some text that user have to login to open his webrowser->user close pop up and go to webbrowser and get redirect to my hotspot login page.
Can someone tell me how to do that?
