Problems with slow connection and mobile phones

Hi guys,
My name is Ronaldo and I'm very new beginner with RouterOS.
I'm having very issues with my routerboard and hope someone can help me.
This is my scenario:
- RouterBoard OS 5.16
- Dual Link (1º Fixed IP / 2º PPPoE)
- Ether1 = PPPoE link
- Ether2 = Fixed IP
- Ether3 = Local interface
- My first choice is PPPoE link and if the first link is down, use the second
- Using ubiquiti unifi ap's
- My mikrotik is using vpn, dhcp, load balance and send me log files by e-mail
This is my problem:
Sometimes my link is very slow (if I put a computer directly to my modem the internet link is very good).
I think that the person that configure my router makes some mistakes.
On VPN connection, internet speed is great.
I want to use dinamic routes, like this:
