Turn wireless off on your computer. Go to network connections and select properties and then hilite internet protocal, select properties, select "use following address and enter this IP,
192.168.88.5 then 255.255.255.0, then click okey.
This assigns a static Ip to your computer in the same range as the Mikrotik.
Now, connect a standard either cable between your computer and the Mikrotik then open your browser and in the address bar enter 192.168.88.1.
That should open the Mikrotik interface and allow for doing setups.
I tried the above before posting the question. Although nmap reports port 80 http is open. Attempts to connect with a web browser wait for a response from the router, then time out.
Do you have Winbox? If you do not do to the Mikrotik web site (mikrotik.com), select down loads, down the page under tools, select winbox and save on your computer.
Winbox is a very fast and easy way to do all your setups.
With the static IP, open winbox, then at the top between the address bar and the connect button is a small box with ... in it, click on it and it will show the device then click on the IP and then the connect button and you can now setup the devise.
Tere is also a user manual under the support tab.
Winbox prints out the following on the console the first time I try to connect after I cycle power on the router.

Right now I'm thinking maybe I consistently made a typo when following this section of the initial configuration guide

I've tried shorting the reset hole with a screw driver but have not known when to release for sure. There are blinking lights, and a noise maker.
Anyway as far as I can tell I'm supposed to try netinstall at this point, but unlike winbox, it doesn't recognize the router.
