Is there any way to redirect users to a welcome page and then let them to access internet with no login or registration?
Should I use hotspot package or web proxy?

You can use trial hotspot feature, so the user is redirected to hotspot login page but is not necesary to login with user and pass. The user need to click on trial link for connect.

Ciao vorrei semplicemente reindirizzare gli utenti sul sito a scopo pubblicitario.

Segui pure i consigli di c0d3rSh3ll,
ma ricorda che autenticato o meno, considera che se hanno un sito come https://www.google.it in HTTPS la pagina di benvenuto non appare, e sembra che l'hotspot non funziona...
e anche che le periferiche con alcune versioni di iOS, tipo la 7, hanno bisogno di una configurazione particolare altrimenti non vanno con l'hotspot.
