What OSPF interface priority is highest?

In many examples in net (mostly CISCO) 255 is highest ospf priority and must win over 1 in Designated router election (I simplfying). :?
As I can remember in previous RouterOS versions it's true.

But with modern RouterOS versions, experiments show - 1 is highest priority and win ower 255!

It new bug in new versions or in old versions?

IF I not remember wrong, in any settings about precedence on RouterOS, 1 is the highest (except when is possible to use 0)

What OSPF setup? Point to point, broadcast...
