REGARDING SMS ALERT IN RB450G & RB951-2N

Hi,
how to configure sms alert when my link is down & when my network neighbors is down or disconnect.
i want to get sms when getway address & my network neighbors is down in RB 951-2n,RB 750, RB 450G any more options.
