what does it means by User manager active sessions

Hello guys,
Can anyone please explain, what does it means by User manager active sessions? As I came to know, RB450G has license level 5, so it has 50 User manager active sessions capability. I want to create PPPoE server and radius manager on RB450G so is it mean, I can only serve only maximum 50 user at a time if my total clients are more than 50?
I'm planning to buy 3 Rocket M5 with 120 degree sectors and for my clients, I'll use NS loco M5, NSM5, NBE M5-400 etc as CPE for my WISP.
I may have more than 80 Clients who will use their own CPEs.
Please advice me asap.
