Two subnets on one interface, can’t reach each other

Dear all,
I am having following problem:
Two subnets on one interface, can’t reach each other.
On RouterOS 5.26 routeboard RB600 I am having two subnets on one interface
1 192.168.0.1/24 192.168.0.0 ether2
2 192.168.7.1/24 192.168.7.0 ether2
I need this because when clients are connected from vpn, they have access only to 168.7. subnet.
Local users works in 168.0 subnet, servers that are available to vpn clients works in 168.7 subnet.
On RouterOS 5.26 there is no problem to access 168.7 from 168.0 and v.v., but when upgrading from 5.26 to 6.19, I am loosing access form 168.7 from 168.0 and v.v.
Now I am migrating to more new router RB2011, and I don’t want to leave old OS.
I will be very happy for your advices
