I much tried to find a solution but I could not.

What is the correct way to :

1) calling from a GSM / UMTS device the USB modem connected to a 2011 usb
2) send command to the console such as telnet

I want to remote control the RB2011 as they are freshly installed on the mountain without starting configuration. So accessing it by GSM to USB modem is for us the best
