None cares who you are or where are you from. Maybe you didn't describe your problem in the way others can understand.

No one answers because this is something that has come up several times on this forum and the answer remains the same today as it was then. You need to lock down your layer2 network in such a way as to prevent layer 2 communications between people that connect to the network. Simply put, a router can only control the traffic that flows across it, it has no way of seeing or controlling what a client does on the edge of the network.

What this means is disable default forward on Mikrotik wireless cards, or enable client isolation on other vendors access points. For switches, this means enable the port isolation feature, or use VLANs. This is how you properly prevent people from receiving broadcast packets across the layer2 network, or scanning the layer2 portion of your network and seeing active MAC addresses. If you don't have hardware that supports this, then invest in it. However, setting these things up won't prevent someone from generating a random MAC address, once again, you cannot control what an end user does to their device.
