We have same problem.
We have RB 532A with ..23 version of RouterOS
After another hard reset problem disappear.
We are afraid to do remote upgrade. Because after that we usualy must go to base and make power reset.

There is no contact with board in any way ( winbox mac, win box ip, ssh and other). It seems to hang up. Only another reset take him alive.

If blue and red leds are on all the time, than board looks like RMA.

What is mean RMA
.
And why board goes to RMA after reboot command.

Blue and red leds are on for a moment after reboot, than only blue led is on.
Is your board red and blue leds on for all the time on only for the moment ?

I now that.
But leds are on for all the time, router don't answer.
Only another power reset ( unplug and plug again power line ) take him back alive.

RMA means Return Material Authorisation, so you have to return it to the vendor. See what warranty you have
Red & Blue LED's on and no console output

We had a similar situation where we were integrating a GPS unit and were plugging in the GPS output to the console port of the RB532. Both the Red and Blue LED's would stay lit and we were unable to log into the Router while this console cable was plugged in. It turned out that the GPS module was outputing information to the console port causing the Router to go into the BIOS set up. We resolved this by going into the BIOS set up and changing the keystoke required to access the BIOS while booting. We changed it from "any key" to "delete" key. Now when the Router boots up, it ignores all the GPS output to the console port and allows the Router to boot up.
