how to limit speed PPPoe-Client ?

Hi all
i have a problem i connect internet by PPPoE-Client MAX Speed Download 13MB
problem if Internet peek until 13MB. "pppoe-out" it will freeze must reconnect
i want to limit it pppoe-out --> limit TX-10MB
who have a how to
