PPPOE with burst bandwidth

Hi
I run a small wisp in Bangladesh. I am not an mikrotik expert. But however i am able to manage my wisp with simple mikrotik setup. I have created a profile as attached. But when a customer dial in i receive an error on the log ( As Pic 3) .I would like to create a pppoe profile which a targeted bandwidth can be achieved. I would like to create a PPPoE profile where a client can achive 1mbps for certain time. but speed need to be on average of 640k. Can any expert guide me to this. As far i can see there is something wrong with the tx/rx value as they are not correctly assigned. Any expert help will be highly appreciated. Thank you in advance.
