From time to time, when I connect to an MT router via WinBox, some plugins are downloaded before the main WinBox window is displayed. And this happens without having upgraded the router or anything. Why is that?

if you use diferent versions of RouterOS then every thime you connect to routeros box correct ddls are downloaded from router to work correclty with winbox.
