Signup Page Error 404: Not Found

Hi,
I have two VLANs
I'm trying to set a Hotspot. Everything is working fine, but when user try to signup a new account through 192.168.42.1/user/signup, they are getting 404 Not Found error.
Walled garden is enabled and allowed
User can access sign up page through 192.18.46.1/user/signup but they can also see 192.168.46.1 (Router Login Page). Can anyone help me, how to deal with Error 404 or prevent access to router login page?
